The guideline aims to support the communities of the Republic of Armenia to organize and manage energy consumption in community-owned buildings through the introduction of a community energy management system and the energy manager's institution.

The guideline was also provided to the RA Ministry of Territorial Administration and Infrastructure in 2020.
