Strengthening the Capacities for Better Management of Multi-Apartment Buildings and Energy Efficiency
UNDP in Armenia, in partnership with Habitat for Humanity Armenia, has successfully completed a nationwide series of trainings aimed at improving the management of multi-apartment buildings (MABs). The initiative targeted local authorities, homeowner associations (HOAs), and building managers, equipping them with the knowledge and tools needed to ensure safer, more efficient, and better-governed residential buildings.
Over the course of ten trainings, all regions and Yerevan were covered, engaging over 200 participants. The RA Ministry of Territorial Administration and Infrastructure, regional administrations and local self-governments played an active role throughout the process, ensuring national ownership and continuity.
The final training session brought together over 30 participants in Yerevan with the participation of representatives from Yerevan Municipality, highlighting the city’s commitment to improving housing management and advancing sustainable urban development.
The programme focused on strengthening participants’ understanding of:
• Legal and regulatory frameworks for MAB management;
• Buildings’ maintenance and management cost calculation guidelines;
• Effective governance models for HOAs;
• Technical aspects of building maintenance and safety;
• Energy-efficient and climate-resilient solutions that reduce costs and improve living standards.
Methodological guidelines, developed by Habitat for Humanity Armenia in collaboration with the RA Urban Development Committee, served as key resources for practical cost-planning approaches and long-term building management.
By enhancing the knowledge and capacities of key stakeholders across all regions of Armenia, this initiative contributes to creating healthier, safer, and more resilient homes for residents nationwide.
This activity was carried out under the framework of the UNDP–GCF joint initiative “De-risking and Scaling-up Investment in Energy Efficient Building Retrofits.”
