Driven Climate Action: UNDP Presents New Measurement, Reporting, and Verification (MRV) Guidelines for Armenia's Building Sector

On 15 June, the UNDP-GCF project "De-risking and Scaling-up Investment in Energy Efficient Building Retrofits" officially presented the newly developed Measurement, Reporting, and Verification (MRV) guidelines for Armenia’s building sector.

The MRV system is a critical tool for assessing the progress of climate actions, monitoring GHG emissions, and ensuring national accountability. Its implementation promotes a harmonized approach to data collection and analysis, creating a robust foundation for effective, evidence-based climate change policy development in the country.

During the event, Ms. Anna Mazlumyan, Acting Head of the Climate Policy Department of the Ministry of Environment of the Republic of Armenia, highlighted the critical role of the MRV system in meeting Armenia’s international climate commitments and fostering evidence-based policymaking. Emphasizing the Climate Law's importance in advancing MRV in the building sector, she noted that the Ministry has contributed significantly to the system's rollout by providing continuous institutional guidance and support.

Rusudan Tushuri, UNDP-GCF International Project Manager, emphasized that the MRV system is vital for ensuring the long-term sustainability of energy efficiency interventions. "To accurately measure energy efficiency impact and collect impact data not only from this project but across public, private, and international institutions, applying a unified methodology is crucial," she stated.

Developed through a collaborative effort between international and national experts, the new MRV guidelines successfully adapt the best global practices to the specific context and realities of Armenia.

During the workshop, International Expert Ms. Anna Sikharulidze presented the guidelines alongside international case studies relevant to their practical application in the country. Additionally, National Expert Mr. Tigran Sekoyan outlined the methodology for data collection and GHG emission monitoring to effectively track the progress of mitigation policies across various building categories.

Ultimately, the workshop served as a vital platform for knowledge exchange among sector specialists, government institutions, and partner organizations, driving the continued advancement of Armenia's climate action monitoring and reporting framework.
