Assessment of Local Self-Governments’ Capacities in Developing Energy Efficiency Retrofitting Projects: Report
This report evaluates the capacities of LSGs to develop and implement EE retrofitting projects in the building sector. It examines the institutional, technical, and financial dimensions of LSG involvement in EE planning and execution, with the aim of identifying key capacity gaps and areas for improvement. Particular attention is given to the knowledge, skills, and resource needs of LSGs, including their ability to initiate, manage, and sustain EE initiatives.
The study also assesses the training needs of LSG personnel and highlights barriers that hinder effective project development—such as limited access to financing, insufficient technical expertise, and administrative challenges.
